Certification introduction
JATE (Japan Approvals Institute for Telecommunications Equipment) certification is telecommunications equipment compliance certification. This certification is for Japanese communication equipment, ensuring that the equipment meets Japan's "Electric Communications Business Law". All wireless products connected to public telephones or telecommunications networks must apply for JATE certification. To put it simply, JATE certification is Japan’s network access certification.

JATE certification is a mandatory certification for Japanese public network telecommunications equipment. Japan’s Ministry of Public Administration, Interior, Postal and Telecommunications (MPHPT) stipulates in Japan’s Telecommunications Business Law that Japanese telecommunications equipment implements compulsory certification. The Telecommunications and Communications Business Law was established in 1985. Article 68 stipulates that MPHPT authorizes qualified agencies to implement qualified accreditation of technical conditions.

MPHPT authorizes JATE (Japan Approvals Institute for Telecommunications Equipment) as a qualified agency to implement qualification accreditation, so we are accustomed to calling Japanese telecommunications equipment certification JATE certification. JATE recognition requires a certification mark on the product, and the certification mark uses a serial number. Approved products, applicants, products, certification numbers and other relevant information will be announced in the government gazette and JATE's website.

Generally speaking, telecommunications products entering the Japanese market must meet the testing requirements of Japan’s Telecommunications Law (JATE certification) and Radio Wave Law (TELEC certification).

The differences between JATE and TELEC certification are:

The scope of control is different: JATE certification is for communication equipment, and TELEC certification is for radio equipment;

The test content is different: JATE certification tests signaling interaction testing, and TELEC certification generally involves radio frequency testing;

The label characters are different: those with 'T' characters are JATE certification, and those with 'R' characters are TELEC certification, as shown in the figure:

There are two types of JATE certification:
1. Technical Conditions Compliance Certification
Technical condition compliance certification includes type approval and stand-alone certification. Technical condition compliance certification ensures that telephone network equipment, wireless calling equipment, ISDN equipment, leased line equipment, etc. can comply with the technical requirements (terminal equipment related regulations) formulated by MPHPT.

2. Technical Requirements Compliance Certification
Technical requirements compliance certification includes type approval and stand-alone certification. Technical requirements compliance certification ensures that wireless calling equipment, leased line equipment and other telecommunications equipment meet certain technical requirements, which are formulated by telecommunications operators authorized by MPHPT.
