South American Certification Brazil's ANATEL network security test will be mandatory on March 10, 2024

Certification Introduction:

On March 10, 2024, Brazil’s network security testing requirements officially began to be enforced. ANATEL Act nº 2436 includes password requirements, defense requirements against unauthorized access attempts, and requires vendors to have policies in place to coordinate vulnerability disclosures and release software/firmware updates to fix security vulnerabilities.

The following CPE products must undergo network security testing when applying for a new ANATEL application or renewal application:
1. Cable modem;
2. xDSL modem;
3. Optical network equipment/optical network terminal;
4. Router or modem for fixed wireless access;
5. Routers or modems for fixed broadband access via satellite;
6. Wireless router or access point.

Regarding the submission time of network security test reports, ANATEL explains as follows:
1. For new applications or renewal applications approved by OCD before March 9, 2024, the network security test report may not be submitted temporarily. The applicant can declare its commitment to submit the test report to ANATEL before July 6, 2024. If it is overdue, If not submitted, the certificate will be suspended and the sold products will need to be recalled from the market;
2. Starting from March 10, 2024, any new approval or renewal of the above CPE-related equipment, without exception, will require the submission of a network security test report to obtain ANATEL approval.

Three categories of telecommunications equipment require compulsory certification:
Type I
· Terminal equipment connected to the Fixed Switched Telephone Service (FSTS) network through an endpoint;
· Equipment to connect private telecommunications networks to FSTS networks;
· Equipment connected to the FSTS network for the purpose of providing value-added services.
Includes: mobile phone, satellite phone, VOIP phone, mobile phone battery, mobile phone charging cable, phone signal cable, modem.

Type II
· Any equipment using radios not covered by Category I, such as low-voltage installations, unlicensed equipment and antennas.
Contains: TV and radio antennas, receivers, transmitters, wireless network equipment, RF automation equipment.

Type III
· Any equipment not covered by Category I or II that is subject to ANATEL's rules and regulations.
Including optical cables, cable connectors, mobile network signal transmitters.

Note: The certificate is valid for 2 years for Category I, 2 years for Category II, and 3 years for Category III.
