Test Station
1. Project Scope
The project consists of providing the DOTr/LTO, and/or Private
Proponents with a Mobile Vehicle Inspection Facility (MVIF) for
Heavy-Duty Vehicle testing which is truck-mounted and can be
deployed anywhere in the country to conduct automated vehicle and
is complete with support components for visual inspection, data
storage and data transmittal to LTO main data centre.
The testing equipment inclusive in the proposal for the MVIF for
HDV are the following:
- Roller brake Tester
- Speedometer Tester
- Side Slip Tester
- Headlight Tester
- Emission Opacimeter
2. High-Level Requirements
The MVIF must include the following:
- Ability to allow both MVIF operator and LTO / DOTr to access the
applications thru proprietary Apps and/or monitor the facility thru
a website via video streaming of actual inspection and testing via
plate number search in operator website.
- The ability for clients to book/cancel an appointment and pay
online.
- Ability to interface data with the existing LTO / DOTr main data
center and;
- Ability to incorporate into the inspection process almost 100% no
human intervention operation to ensure tamper-proof data
collection, transmittal, and storage.
3. Deliverable
tailor-fit the inspection process and solutions to almost 100%
no-human intervention and inspection accuracy and to disallow any
IT weaknesses that will allow the facility operators and other
external interested entities to tamper the process and programs
allowing tampering of results to the detriment of the facility to
affect data integrity as required by the authorities.
4. Specific Exclusions from Scope
Motorcycle Inspection Facility- a separate mobile motorcycle test
lane is available.
5. Implementation Plan
Upon acceptance of our proposal, we expect within 30 days to deploy
at least 5 units of MVIF ramping up to 10 units every 15 days
thereafter. Meaning, we can deliver and operationalize 15 MVIF in
45 days upon acceptance of our proposal and another 10 units every
15 days until all orders are delivered.
6. High-Level Timeline/Schedule
The project is expected to be completed within 6 months upon
approval of our proposal.
